she's way old than janis joplin... maybe from the 30's or 40's she doesn't really sing and she has a unique accent.

there are a couple that come to mind immediately- maybe one is the voice you are thinking of-
peggy lee
patsy cline
ok...marlene dietrich- when she sang lili marlene..maybe that is the voice
*LOL* I am a big fan of the immortal janis, I know she did not speak rather than sing..she poured it all out- I really do think marlene is the one, she did all of those torch songs in the 30's..with that wonderful throaty voice and her german accent
