if there is a security system take it to a professional because it is very easy to mess it up playing with the electrical system for the horn, been there done that. that aside, if there is a click that would indicate that the relay is working properly, so i would take the horn itself out and wire it direct, if it souds it would be a problem, between the relay and the horn, if not replace the horn.

Connect a 12 volt light to the wire that is connected to your horn and ground. If the light lights up when the the horn button is pressed the fuse and relay are good. If it does not light up than replace the fuse, recheck. Before your replace the horn. Connect a wire to the battery positive terminal and the wire on the horn. If it does not work, replace the horn. If the horn does work, replace the relay. Note: sometimes a horn can be repaired by using a small amount of penetrating oil inside to free up the vibrator. This usually takes a few days to penetrate the rust. Also, make sure all the oil is out of the horn before you return it back in service.

If you are getting a click, that is the relay working properly, the next step is checking the horn itself. You can unplug the horn, and run a 12 volt wire directly to it, and it should blow. If you just get a few sparks, and no noise, replace it. They usually run about $25.00. at Carquest or someplace like that.

Well my mom has a 2001 Chevy Malibu and the horn did the same thing...click, click, click...but it was that the fuse was blown.
So your fuse is probably blown.

sounds like the horn itself died. it would be on the passengers facet fender nicely. once you come across it run a right away cord from the effective facet of the battery to the means on the horn. If it only clicks then you definately could change the horn itself. particularly fantastically less costly and ordinary to repair.
