I've taken algebra and advanced algebra, and for me that stuff was pretty easy, but when I first learned it I had no idea and was just as confused as you are. So there may be hope!

It usually helps when you have a problem like this to start at the end. So, ok, -91 is at the end. So on your paper, write down:
-91

What's next? "is." The word is always means =. So you put down:
= -91

What's next? "A number." Well, in algebra, whenever you see this, you write x.
x = -91

Now, you're not done yet so don't think this is your answer! Keep on going . . . "four times a number" that's 4x
4x = -91

Now, 13 more means you're going to add 13 to whatever's between "than" and "is" (aka 4x). So you have:
4x + 13 = -91

Now you isolate the variable (x) and solve. To do this you have to subtract 13 from both sides:
4x = -91 - 13
4x = -104
Now divide both sides by 4.
x = -104/4
Your answer is -26
x = -26
