Today my mom grounded me again because I told her I want to build a flamethrower. I want to do it because my baby brother wants one for Christmas. We are best buds and I want him to be happy. Is that so wrong?

I also got grounded because I fed Metoo (my dog) our curry chicken dinner. Metoo really enjoys it! Why am I grounded all the time?

well your mother shouldn't be grounding you everytime you do something she doesn't approve of. if you told your mother about the flamethrower and she said "no" and explained why that would be fine. But if you decide to do it any ways after she told you "no" that is grounds for punishment.
If everything is an immediate punishment then there are some discipline issues that your mother needs to look at.

the things you want to do for others makes you a good person, but use ur brain, a flamethrower for your littel brother thats stupid, he could burn down the house. and feding the dog before u ate is just as stupid.
