AMD and Intel processors over 1.5ghz can (definatly dual core processors from amd or intel could) have a nice day

Any processor which has a 32 bit address bus.
2^32=4.29x10^9=4Gb by definition. in theory a simple processor like the old 8-bit Z80 could access 4Gb of ram but not synchronously. It's 16 bit address bus limited it to a mere 64kb. In those days we wrote our apps in machine code, assembled them with our bare hands because memory was at a premium and 2Mhz was the top clock speed!

You must mean motherboards. The processors have no limit on the RAM they can access. Most modern motherboards can support up to 4GB, though I've heard of some boards holding more.

Be carefull, even though the hardware setup is capable of addressing 4G, standard 32 bit windows XP is only capable of adressing 2G. You need to use 64 bit windows for greater RAM usage than 2 G.
