ya it is. I have always had this during my life. It is when you are dreaming , you become aware you are dreaming and since you experience things as real, you can live your own dreams. When this happens you can control your dreams to a certain extent. I ALWAYS choose to go iceskating, because I know this is something I always wanted to be good at, but never was in real life.

yes lucid dreams can occur. whether or not you can have them is a question of if you have a REM state in your sleep. hope i answered your Q.

absolutely, but you need to be dedicated. i trained myself for months and averaged maybe a couple a month, and they didn't last long. search google for ways to become aware in your dreams, but realize it doesn't come easy, and that it WILL affect your sleep.
