I'm not sure that this is what you're after, but to me, those terms mean:

Division: the fraction represents one number divided by another.
Part whole: the origin of the term "fraction"; it means a fractional part of a whole.
Ratio: comparing the relative magnitude of two quantities.

Examples:

Division: A square of area 4 is divided in three equal parts: fraction representation: each part's area is 4/3
Part whole: Air is 4/5 nitrogen, 1/5 oxygen
Ratio: The width to height ratio of a widescreen TV is 16/9
