it really depends on which generation you are talking about. if you are talking about red, blue, yellow, gold, silver, crystal - i would recommend making your 'base' game either gold, silver, or crystal.
in red, blue, and yellow, there is a pokemaniac named bill above the town with the water gym. he gives you an eevee. in gold, silver, and crystal, in the town just north of the daycare, to the left, there is a house with bill the pokemaniac's family in it. they'll also give you an eevee. if you save just before you get it, then you can restart if they don't give you a female eevee (which are hard to get) when you have a female eevee, put it in the daycare with another pokemon that can mate with it, and you'll get some eevee eggs. when you've got enough eggs, and they hatch, you can head over to kanto in gold, silver, crystal and in the six games, head to the town there with the grass gym, and the big big shop. there you will be able to buy water, fire and thunder stones for three of the evolutions.
red, blue and yellow, there is no male/female difference, nor a daycare where you can breed. as well, there is no umbreon or espeon, so the next step is only for the next games.
as you walk around with your eevee, and fight with them, and keep them fully healed, perhaps even get them haircuts, they'll start getting happy. when they are very happy, the next time they'll level, they'll start to evolve. if it's night time, you'll see an umbreon. if it's day time, you'll get an espeon.
in ruby, sapphire, and emerald, there are no natural eevee occurances, but you can trade them over from fire, leaf, colosseum, and XD. colosseum starts the game with an umbreon and an espeon, while XD starts you with an eevee. for fire and leaf, you can actually follow the directions i gave for red, blue and yellow - but to breed, you'll need to go to the island with the daycare.
come pearl and diamond, there are two more evolutions. glacia (the name might change to glaceon) is an ice type, and leafia (might change to leafeon) is a grass type. which means the only special type that is missing now is dragon type.

Although it's time consuming, it is possible to own all 5 evolved forms of Eevee (GSC & up).
First, you'll need access to the Pokemon daycare center... Female Eevee & a compatible male (including another Eevee) OR an Eevee & a ditto will need to be left in the daycare together to "play" with each other & hopefully produce some eggs. This way you can get as many Eevees as you want.
Second, hatch all the eggs... This'll take a while as it'll take about 10,240 steps to hatch them.
Third, raise each Eevee as their evolution demands. For Espeon & Umbreon, you'll have to be aware of what time of day it is when they level up once you get their loyalty practically maxed out (which takes a long time, especially when you're trying to keep their level as low as possible). If it's daytime (6:00 AM - 6:00 PM), you'll get Espeon. If it's nighttime (6:00 PM - 6:00 AM), you'll get Umbreon.
For the other 3 "Stone Evolutions", it's best to trade from GSC packs to the RBY packs through the time machine, buy a stone in Cerulean City, evolve your Eevee to the appropiate form & then transfer them back.
If you doing this with RuSaEm, then you'll probably want to trade with FsLs to properly evolve them... but I cannot confirm this myself (as I don't known these series); however, the ideal is still the same.
Please be aware that you RBY & GSC (GBY/GBC) series cannot work with RuSaEm & FsLs (GBA) series due to data formats being incompatible.

RuSaEm - Ruby / Sapphire / Emerald

it is possible to get all the eevee evoulutions, my friend has all of them.u could trade from pkmn XD gale of darkness for the eevee evoulutions. just keep restarting and trade your starter, which is eevee, to another game. and 4 umbreon and espeon, u could do the same thing or trade from pkmn colosseum if u want them fast. but u need a gamecube adapter and a gameboy advance. i also think u need a cord.

It's a long process, but, if you want it, here it is. First buy a gameshark (for gameboy). Then buy pokemon yellow (silver if you want umbreon and espeon). Look in the gameshark guide for the unlimited masterball code and put it in. Then put in the code for each one. And yes there are five evolutions. Eevee-Jolteon, Flareon, (i forgot the water one), and then the other two. That's what i did and caught all 251 (now that i think back it was probably 256) pokemon.

Yes. Its better for u to play pokemon crystal and u'll get all the evulotions if u collect all the stones required for the to evolve. Eg- moon stone etc.It is also easy to collect the stones because as u continue the game u'll get all the stones.if u want to get an ubreon
give rare candy continously to it at the night.
