I believe utilitarianism is the best system thought up so far but i am no expert in ethics.

Every ethical system works.
Unfortunately, everyone's moral values and conscience differ.

Such systems already exist. Gautama, Jesus, Moses, Zoroaster all presented them. The problem is they ask the human heart to deliver itself from greed.
So the problem is not whether such an ethical system can exist, but whether man is good enough for the system.
As for utilitarianism, it leads straight to Machiavelianism. Why should a utilitarian care about 'the good of society'. If I can fraudulently obtain something for my advantage, why shouldn't I? There's no higher moral principle. What do I care for civic morality if I push the logic of utilitarianism to its logical extreme?

No we won't because everyone believes they will still be able to do whatever they want and have the freedom to do it. Unless of course, we have a worse dictatorship than we have now.

no, the Bible says the human heart is wicked above all else, we have to learn to be good, an example is u gotta tune kids up to stay outa the cookie jar not the other way around, so it will surely never happen, read Biblical phrophcy it is being fufilled as we speak, it blows my mind
