You must be careful when doing this. If you are standing in the street /road you can get a ticket for obstructing traffic. You must be on the shoulder/curb to be out of traffic.

It is illegal on the Interstates and the Freeways. But on regular roads it is alright. You can hitchhike on the off and on ramps though.

No. It is illeagal to hitchike in certain areas and on certain roads, like Interstates, but it is not illeagal like go to jail, they just tell you move on or whatever.
