There is a Rioja restaurant and it is spelled like you did but it is not in Sugar Land. It is out Westheimer near Kirkwood. Which is far west Houston. Well far for me because I live in the Heights. The food is Spanish from Spain not Latin America and it is very very good. And they have a great wine collection. Here is their website:

There is a Spanish restaurant called Rioja at the corner of Westheimer and Kirkwood About 6 miles west of the Galleria Area. It is rumored to be very good. I do not if they have a sister restaurant in Southwest Houston in Sugarland.

My son & his wife lived in Sugarland until last year when his company sent them to Singapoore (Chevron Oil) I'll email him and ask. They liked to eat out so they probably know the one you are talking about. Get back to you.

Teppanyaki (鉄板焼き, teppan'yaki?) is a type of Japanese cuisine that uses an iron griddle to cook food. Benihana is one of the more famous restaurants that cooks in this fashion.
