All electromagnetic radiation is emitted in waves. Waves can interfere with each other. Also, some electrical circuits cause magnetic fields creating their own electromagnetic waves. Some older car radios used to experience this in certain model vehicles when the engine was revved up; it would create a corresponding buzz over the FM stations.
So, the interference you see on a TV could be from many things such as high power lines in the area, other electronic devices on the same electrical circuit in your house, a person's cell phone, a CB radio, or anything creating or transmitting electromagnetic radiation.

A tv signal is made up of two things, signal and noise. The signal to noise ratio.
As the signal moves to you the signal strength diminishes,so an amplifier is required.
An amp is posted with a noise figure in DBs
If the signal is weak enough to produce snow you have a weak signal.
At this point an amp would not help. The amp would increase the signal but also amplify the noise, in addition the amp would inject the noise figure giving you a stronger signal but more snow and a worse picture.
A lot of DB numbers are involved but I hope this gives you an idea.
