I am doing a project where we make a vehicle that has to go 1 m and follows newton's third law. I cannot be moved by electricity, wind, fire, or a human hand. Any help? Designs?

Yes it can be moved by trowing something out your vehicle.
The action of trowing a mass out of your vehicle means you are giving acceleration to that mass and this must be done with Force to that mass. The force to that mass create an equal reaction force to system vehicle (Newton's third law). And this force accelerates the vehicle (moves the vehicle)
