I work with a literary agent and critique group because I couldn't find anything on the web that was reliable. I found people getting on giving advice when they didn't know anything. I'd suggest finding a reputable writing club or critique group in your area.
And about stealing your material - people are too paranoid. If you're that good, you'd have an agent. If you're not, someone "stealing" it only needs to change about 80% of it, and that's easy to do in editing. Don't be paranoid.

I think posting your writings on websites allows an opportunity for an already published writer to steal your work/plot/ideas. It would be hard to prove, who came up with the idea first.
Have a copy of your writings, sealed and time stamped (by post office or notary) before you distribute it. Good luck!

I've found http://www.FictionPOST.com (not the FictionPRESS site ;] ) to have the most comfortable atmosphere for posting pieces of writing. You don't have to worry about being new or getting flamed - they're all considerate, and because it's a forum there's no "I'll review you quickly so you come back and review me" fake critiques that you sometimes get on FPress.
