Wire brush and power wash.

If you take the mortar off of a brick patio, won't that loosen the bricks, especially dangerous if you're walking on them???

If you mean just taking off the specks of mortar than are not holding the bricks together, something by hand would be best. But a solution you spray on, should be on the bricks not near the plants along the patio. If you clean it up when you're finished, you are less likely to damage any plants.

Why don't you try a power washer.You can set it on the power control that you need . If you don't have a power washer you can rent one .They work really good .I used one to clean my deck .I covered all my plants with old plastic table cloths. But you might be able to get it off with out using chemicals . Good luck !

Mix pool acid 1:10 with water and scrub with a wire brush. Wash off with a lot, I mean a lot of water and you will be fine.

you can wire brush it or rub it with a brick- I had to do both when cleaning the mortar off of a brick chimney that was in my home

I've never tried Rickster's technique, and go ahead, give it a try. I know of no chemicals to use that won't kill any vegetation around it, while trying to fix your problem.
