no. unlike in fire and leaf, this move is not taught to your pokemon, because there are no move tutors. in mystery dungeon, you can only learn moves that your pokemon would have learned at lower levels. so you will be able to get that level 100 charizard to remember the move 'wing attack' if you want

i also feel it is necessary to point out that charmander doesn't evolve into a charizard, he evolves into a charmeleon

and you can't 'beat' the game, because the game keeps on going, just like the other pokemon games. after you are able to finish the main character's storyline, you can get rid of your partner, and pick new leaders.

my leader is a level 60 crobat right now, but i'm thinking of switching it to my level 30 pichu - stat growth on the pichu is much better

All pokemon who evolve keep their old moves, note new moves might be learned if you want it to get teached.

meaning you can get any attack for a Charizard that he can learn. and moves that he forgot.
