We have the same issue, So this is what we started. First our children have birthdays in Dec, Jan, and Feb so they are super close to christmas and far enough away that they get SPOILED. So Every Nov. We have the kids even our 1 year old, go through their toys and pick out the ones they no longer play with or care about. The baby we help decide. As we do this we explain that these toys are going to go to other children who have none. Then we go as a family to donate them to a women's shelter etc. This way they have room for the new stuff and they also learn to be generous.

As an adult, I wish my parents could have back all of the money they spent on toys that were hardly used. Of course your daughter should have enough to occupy herself, but when the majority of them are collecting dust in the corner it's time to stop. Do your daughter a favor: instead of buying the lasted TickleMe Elmo or whatever, restrain yourself and instead out the money in a bank account for her education or something of the like. There is only so much a child needs. Think back, how many toys did you throw a tantrum over to get only to have it forgotten a few days later? What a waste of money...

If buying a toy - you only need to buy one.
If she gets GIVEN the toys - then you can either put some away, give them away (to the local day care or childrens hospital) or sell them.
My preschooler also has way too many stuffed animals. :)

GET RID OF THEM!!! If there are so many that the child herself can not clean them up (or will not) then they HAVE TOO MANY. Granted your kid is a year old, so use some discretion, however....if it looks like a mess, it IS a mess and it is too many.

I'd say no more than 10 - 15. Also, you should rotate them every couple weeks to keep her interested.
