its a shrunken head. there are countries that shrink heads because its their tradition. they do it for avenging someone and killing an enemy. they skin the face and pull the skin back. they sew the eyes and lips and then boil the head in water with herbs that help shrink the head. the hair grows longer too.

They were shrunken heads...
And I think they were added to the film for some sort-of comedic relief...
The shrunken heads in the Harry Potter books didn't talk...
And there was no mention of having talking shrunken heads on the Knight Bus....

A shrunken head. Different societies would shrink human heads (I don't want to go through HOW) and keep them as good luck.
AND I don't think the shrunken heads were originally in the book. In fact, I KNOW they weren't.
