Go to Google Pages and sign up. It's a piece of cake there - just like using a word processor - and it's free.
A web site contains multiple web pages (or just 1, but for the most part more than 1).

Hello Amy Jo,
You might want to talk with your Internet Service Provider. You might be able to get space for your web site there. There are plenty of books about the Internet that you can buy that will teach you about that. There's a lot of books on creating simple web pages too. Finally, there are many programs that you can use that creates web pages automagically.
However, It sounds like you're really new to all of this. You might consider hiring on a web designer to do all of this for you. Best of luck to you.

too easy...
and the only real diffrerence is how many pages you have
one page= web page
more than one page= website... but its a matter of semantics calling a one page site a web page or website..
