Use a good template which you can easily edit.

Normally all the designing is done on your computer and then uploaded to your server.

Tool such as MS Publisher will help you do this with ease. There are lots of other tools such as dream weaver etc.

There is no admin page as such, only admin mode with only access to you so that you can edit your site.

Please take some free webdesigning tutorials online.

Most web authoring packages such as Dreamweaver and Nvu(free) will automatically upload for you using an ftp (file transfer protocol) tool. Just set it up (Get the ftp account info from your ISP) and click upload.

Well, I use Yahoo! Small Business Online Web Hosting Basic, and it provides a password protected online gallery to be installed for your site.
