It's voted on by members of the Baseball Writers Association of America. I believe 2 writers are selected for each MLB city, and they each submit their top 10 choices for MVP (ranked). Each first place vote get 10 points, 2nd place gets 9, and so on. Whichever player gets the most points wins the award.

Sports writers, specifically two writers who are assinged to cover each team in that league over the course of the year. So, 28 people vote for the AL and 32 for NL. Same thing about Cy-young, ROY, Manager of the Year as well.
