i want something thats ok quality, but more on the less costing side.

Go to a guitar store and ask for a Fender Strat Pak. They go for a couple hundred bucks and you get a practice amp, guitar, strap, picks, strings, tuner. They are a very good deal. If you can find one with a Starcaster rather than a Squire Strat, you'll save a few bucks, but either way you can't beat it. If you go for something cheaper, you will have a guitar that constantly falls out of tune, or has connections that come un-soldered, or just simply breaks. Buy it at a MUSIC store. Trust me, you will need to go back to them with questions on a regular basis -- walmart employees are not very helpful when you want to learn how to change your strings.

i would personally recommend Squier by Fender, maybe a Stratocaster model. These guitars are really good value, and they sound great. About amps, if you dont want to invest much, id say behringer or peavey. but if you would like more, you can try marshall or line 6. Marshall is the one i prefer above all brands, but it unfortunately is not the cheapest. A good store where you can find these is Guitar Center (www.guitarcenter.com) or Sam Ash Music (www.samash.com).

go to a guitar store and ask the sales people there. they should be very helpful. its good to play the guitar and hear it before you buy it. try going to as many stores as are near you. good luck and congrats
