I know Pontiac put an insulated pad on the inside of a 1965 GTO, but I am not sure if the sheet metal was painted black or the color of the car.

My Regimental Red '67 has a black dash pad and black painted sheetmetal. Of course, it also has the black interior (carpet, seats, door panels, etc.). My '64 - same thing.

I have a model of a '65 on my desk with a parchment interior with a black dash, if that helps!

i own a repair and restoration shop,and on all the ones i have seen it was painted the color of the car i don't recall any being black,good luck,hope this help,s.
