Do you recall a safety cartoon with a blue dog (he doesn't talk, voice over narration) who continually saves the family baby from household accidents that the parents create? It was on tv in early 90's, and it isn't blue's clues.

That film is called Every Dog's Guide to Complete Home Safety, produced in 1986 by the National Film Board of Canada.
