Not quite.

Sweden itself is not made up of islands, but the Stockholm archipelago is. Stockholm itself is built on 14 of the biggest (there's water all over in Stockholm, one of it's nicknames is "The Venice of the North" another is "The City of Bridges"). The Archipelago itself has somewhere near 24000 islands, but many of them are very small.
