Since "The Tell-Tale Heart" takes place in the Victorian era, you can just use simple, basic names. Maybe the officer's name could be something like Charles Stone. The madman could be something like Henry Wick. (Doesn't necessarily sound like a "madman" name per se, but what would a "madman" name be, anyway?")

He would be in full uniform. Police are on duty at night, too.

hummmm.... for the officer George Hamilton
and the madman Ronald McGover, but people call him Ron.
The setting should be in an old Victorian style house in a small town in Connecticut.
God Bless!!

Police officer = Constable James Woodruf
Madman = just call him "the man," it serves to dehumanize him in some sense.

Setting = Boarding house

also, I would think the officer would be in full uniform
