I think Harleys are the best, so I'd suggest a Harley-Davidson Sportster.

Emphasis on staring biket: Honda CB750 Nighthawk, Yamaha Seca II, Yamaha Virago. Good entry level bikes, very affordable, rated quite well. The Honda is tops of the naked bikes.
The biggest question is riding posture (and therefore distance). Do you really want the look of a crotch rocket or the comfort of a Goldwing? Or some tradeoff in the middle?
Avoid: Any BMW (only because of high maintenance costs), anything with expensive chrome (as you WILL drop your first bike).
My pics: The above list, Honda Shadow, Suzuki SV650, Suzuki V-Strom (cult following), Honda ST1100 (we worship this bike).
Don't know what to tell you about crotch rockets. They all look the same to me. They put a lot of weight on my wrists and I can only stand them for up to 30 minutes.
Yes I'm biased towards Honda (just add gas and change the oil every 6k to 8k miles). But don't buy a Rebel unless you plan to only ride downhill both ways.
BTW, cc's are only a slight indication of horsepower. You can have a 750cc bike with 68 HP and a 650cc bike with 92.

Take an MSF course so you've got a good riding foundation...then try out as many types of bikes as you can until you find what you like...go to the dealers and sit on them..if you have friends with bikes, see if they'll let you 'test drive'...
I got my first bike in July...a Yamaha V-Star 650...it's a great first bike...not too big, not too small...
Get what suits you...and ride safe!

Depends on what size bike you want, how old you are and other various options. If you are under 16 a Honda Rebel will be close to your only option. A Harley Davidson Sportster is a good one for a small motorcycle. But you will crave to go bigger.

I started on a 2000 Kawasaki KLR 250 with street type (supermoto) tires on it. It was dirt cheap to operate and insure and sipped gas. I loved it so much I traded it in on a 2007 KLR 650. These bikes are extremely easy to learn on and very user friendly.
