Do you have to have both a midi in and a midi out to use a keyboard for music production on your P.C.?

depends.

If it's just a controller keyboard, and there are no sounds "in the keyboard" that you want to use, then NO you do not have to have a return from the PC to the Keyboard.

If it's a synth itself, and you want to playback sounds in your keyboard from the computer, then YES, you must have 2 cables attached.

I think so, I've got two slots on my yamaha keyboard for midi purposes and an edirol (sp) cable that uses both of those slots on the keyboard, then a usb connection on the pc side.
