get one of those foot scrapers with the razor blade in them( don't worry you won't cut yourself as long as you are careful)
soak your feet in some warm water for 10 minutes to soften the skin, then dry them with a towel, and scrape the affected areas,(this works great for calluses also) then lotion, the vaseline with socks at night i have heard works really well but i cannot stand socks on my feet in the bed so this one is not an option for me. I try to do this at least once every two weeks.also i have found that my heels crack alot less when i wear socks with my tennis shoes instead of sandals and flipflops, i assume because of the moisture.

Try using a pumice stone. When you are in the bathtub you take the pumice stone and rub it vigorously on your heels. This should help remove that build-up of dead skin. It may take a couple of times before you see a big improvement, then just make it a part of your regular grooming. You can find a pumice stone at most of your bigger pharmacies, ( ie; Longs, Rite Aid, Walgreens ). They usually cost about $2.00-$2.50.

If you take a bath in the evening or at least soak your feet, (make sure you scrub them a little every day), then just put Vaseline on them before bed. Keeps moisture in and soaks in while you sleep. Your feet will be ultra smooth and soft in no time.

hand and foot "cream" not lotion, cream penetrates the skin better and lasts longer than lotion.
