My parents have been having sort of a land fued with their neighbor over the past three years. Now she has gone insane and resources say she has a split personality. She already has made threatening remarks and the police have told my parents that they cannot do anything until the woman is caught doing something illegal. My question is what kind of action can my parents take at this point to protect themselves?

They can get a restraining order against her if she threatens them. They don't need to waste money on a lawyer. They just go to the police station and fill out a form, and if she threatens them again the police come out and arrest her.

Get to a lawyer immediately and learn your options, including a restraining order. Get a paper trail going. Start making notes about activities so you know where you were and what you were doing at different times (this could be helpful to the police; just keep a simple diary of your day, nothing too intricate). But go see a lawyer who seems to be on the ball and knows your area well.

An order of protection, or restraining order(depending where you live). They regulate the contact that the women has with your parents. Once she breaks that court order... than it is illegal contact, then the cops can arrest her.
Have your parents had a survey done yet? If this has been going on for three years, a survey should solve the problem.

umm dont let the neighbor see you if your in your yard orsomething and they come out just run into your house and lock the door
