Assuming your floor is inside, I don't see a problem any time of year. Especially in TX, where it never gets cold.

I live in NH and we tile all year round though it is good if the floor is room temp.

Are you from Mars? Tiles can be set anytime if room is above freezing.

anytime the weather has least amount of moisture and is warmest, so that products can settle and dry faster.
