If passed I-933 will give private property owners such as farmer the right to sell their porperty to developers. If the government interfers or prevents the sale the government must pay some form of restitution to the property owner to compensate for their opportunity loss.

Initiative 933 is referring to the balance between government and private landowners use of land. Private landowners believe they should be compensated for damage to land by the government.
Private landowners are trying to pass a law saying the government should have no say or control over their land and they may use it in any way they see fit.
The opposing rebutle states that the initiative has loopholes that would eventually cost the taxpayers more. Private land owners can choose to open up strip malls or anything else they want, and the government would either have to compensate them for money lost because it had been voted down, or allow it to happen. In other words, the taxpayers would pay more just so private landowners can receive money either way.
Certain restrictions is right. Vote no for I933.

I-933 supposedly ensures compensation for land owners when they aren't able to do whatever they want with their land. In reality, it's a huge "welfare for business" tool that will pay rich developers money collected from less-wealthy taxpayers. If you think Robin Hood was bad and that we should steal from the poor to give to the rich, vote Yes on I-933; otherwise, vote No.
