According to this website http://www.worldwidewords.org/qa/qa-pal2.htm, "pale" means a circle defined by fence posts. "moral" means things that are right and good, or acceptable to society at least.

So, the moral pale would be the things considered to be OK to do. Beyond the moral pale would be things considered out-of-bounds in a moral society -- one example I saw was "suicide bombers are beyond the moral pale." Which means suicide bombings are something a moral society will not condone or say is good.
