By far the best looking breasts are fake. They also look better in the long run.
The best tactial breasts are natural. Nothing like it.
For women, sesitivity in the nipple can be lost after surgery, and implants some times can complicate nursing. Pschologically, implants make those that get them "feel complete" or "balanced".
For men, the visual appeal of implants is a shallow but constant reward. And older women (ones that have rasied their children and matured past 40) look wonderful with implants, since the forces of gravity can be "rectified".

As a whole, it is merely a matter or preference. Small breasted woemn need not worry about time induced sagging, whilst large breasted women do. It all matters on how implants make the woman feel, and not what a man thinks. It is their body and self perception that matters most.

It depends on what kind of implants. If you go to a good doctor that uses fat for implants, you can't tell the difference in the way they feel. They also look a lot better. So if that were the case, I'd definitely go with implants. On the other hand, if someone gets cheap implants, they don't look all that great. You can see the sacks inside and it's pretty gross. So in that case, I'd go for real.
