a dual capable tornado is its role as an aircraft, even though it is one of the oldest fighter aircraft that is still in full time frontline service it is still one of the best aircraft that the RAF has. Its main role is that of a fighter air to air combat but it is also capable of air to ground. Its dual capable role as you put it would be its ability to provide ground reconaissence aswell as being a fighter.

--Dual-capable in this context has two (dual lol) meanings. Firstly, the Tornado can be used as either a light bomber or a fighter jet, whilst secondly, "dual-capability" could also be refering to it's great manoeuverability at both high and low speed. The Tornado is equipped with wings that can the used in the normal position, i.e. a kind of crossed shape when looking down on the aircraft, or in an alpha wing position where the wings are mechanically swept back midflight in order to create a more aerodinamic alpha-shape. Whilst the wings are in the extended position, the Tornado is very agile at low speeds whereas, with the wings swept back the Tornado can achieve supersonic speeds.

Hope to have been of help.
