I am asking about the liner on the inside. I found a cloth liner at target and a vinyl liner. Will the inside cloth liner get soaking wet? Will it protect the outside cloth?

Vinyl shower curtains are made of vinyl and are usually treated with chemicals to try to retard mildew growth. Cloth curtains are made of some sort of cloth, some more water resistant than others. Many people use both with a cheap vinyl liner protecting the cloth curtain. You normally don't need to provided the cloth curtain is thick enough (some are just lacy things, some are made of denser fabric). An advantage of using a cloth curtain is that they are washable, and vinyl curtains and liners are difficult to even clean when cleaning the shower and tub.

I use vinyl because my husband likes long showers, but I have used a cloth one on its own before. I replace my vinyl curtain about once a year. Some people don't like the fumes from vinyl curtains. I think it's largely personal preference.

A cloth liner shower curtain fits on the outside of your shower or bathtub and it used for looks. A vinyl is used inside of the cloth liner and is water proof so that the water don`t get on your cloth liner and get it wet... I like to use both of them.

I find that you can use the cloth without trouble of the water getting it damaged too much if you buy a can of Scotch Guard spray and spray the curtain once you have it hanging, I did that because I could not breath at all with those vinyl curtains.

The cloth ones that you are talking about are waterproof to a certain extent, however when you wash them they become even less waterproof, if you are choosing a co-ordinating color to match your decorative shower curtains on the outside I would buy a clear liner to go behind the inside fabric shower curtain, that is what I done on mine, my out side shower curtain is a floral print with burgundy and green in it then I chose a burgundy fabric shower liner and hung it and a clear vinyl one behind it.

Cloth will mildew a lot quicker. Go with vinyl.
