If you think there is something wrong with civil rights in the USA, go to some other country where you could be tortured and killed for even talking about civil rights.
USA - It's not perfect, but it works.

When you say USA, i'm assuming your talking about the government?
There are many answers to this question. USA may break civil rights, but for what cause? Maybe they are forced to break certain civil rights to protect the people. (ie, privacy act, etc.) In other words, "for the people" would be accurate.
You have to be specific on certain broken civil rights to get answers.
