I am in northern California. The pine needles are mixed with maple leaves.

They can be added to the compost pile but pine needles can cause a problem if the soil is already acidic. If this is a problem, try adding a little lime to the compost.

If possible, It's a good idea to compost pine needles separately (because of the resin) -- and because of this, it takes much longer for these needles to break down in comparison to the maple leaves.

Pine needles can be used as a mulch (not composted) around acid loving plants.

not at all, Home and Garden Magazine will tell you pine needles are the new landscape mulch.

Nope, infact they are excellent for acid loving plants like roses and hydrangeas. I use them all the time.
