You would have to check with the university you wish to attend to see first what their entrance requirements are. Most institutions have small differences but usually with psychiatric training a medical degree is first necessary and then you must specialize.

To be a psychiatrist you have to go to medical school. So you need to be, but don't have to be, a pre-med or biology major. After medical school, you would have to do a residency in psychiatry. To be a psychologist, you have to get a PhD in psychology, so it would be smart to major in psychology. Grad schools don't require a psych major, but they do require you to have certain courses such as psych statistics and research methods along with some others depending on the school.

the best thing to do would be to speak to one of the counselors at the college. Most if not all colleges have programs targeted for a specific major.
They can set you all up for the appropriate classes.
