I had just put him in his other cage so I could clean his main one and I took him out I had dry finger nail polish on and I him back in. What do I do?!

Poke its tummy with 2 fingers (indexes). If that doesn't work, breath slowly on it.
See if it's breathing is normal. If not, call the vet.

I would either try stimulating him. If there is no responce, I would (A) take him the vet or (B) let him die in peace. How old is he?

I would rub his furry little body to stimulate blood flow.
And if he doesn't move anything after that......
Well then my advice is that they don't flush down the toilet very well, bury it.
