you can check out local papers and usually in the classified sections there are ads where it says need extras for a movie. you have to be there all day and they pay you not that much.

There are actual Agencies to be an extra.
There are also people who make being an extra a full time job.

I work in the film industry, here is usually how it works. The director holds a meeting with the produers and set people and decide what kind of people they want in the backgrounds. Then they put out a request to an extras agency.

They'll say something like, "we need 5 African American Males age 25-30..
5 Caucasian Females age 18-25
3 Asian Males age 5-10...
Etc.

Then the Extras Casting agency goes through PILES AND PILES AND PILES of head shots that have been sent to them by the average struggling actor and they pull the ones that have been asked for.

For more speciffic extra roles, the photos are then sent to the director or producer to pick.

Sometimes you just have to be in the right place and the right time. My nephew was staying at a hotel in a resort area, when some guys from a movie set care around knocking on doors. They were offered $100 each for sitting on a boat the whole next day. They took it.
