If a vector problem tells you that the flight instruments show a direction of 30 degrees South of West, is that direction a part of the vector of the velocity of the plane relative to the air OR a part of the vector of the velocity of the plane relative to the ground?

"An airplane pilot checks her instruments and finds that the velocity of the plane relative to the air is 325km/hr. The instruments also show that the plane is pointing in a direction of 30 degrees South of West. What is the velocity of the plane relative to the ground as it is recorded by an air traffic controller on the ground?"
