How do I find out how many pics the memory has or does this matter?

Is the PS2700 spec the only one I need to worry about?

The best and surest way to buy a compatible memory is to physically remove your existing RAM module and show it to the shop and buy the same brand and model.

There are memory modules that are the same PC2700 but differs in CL settings.

PC 2700, you need to stick to the same size memory sticks they go in pairs. If you have 512 and need 1GB and you have a free slot, you can purchase one more 512MB PC2700 stick.

Easy, take this information into Best Buy, give it to them and tell them that you want more memory. They will hand you the stick of memory that will work (they have a book that tells them which to give you and you don't have to sweat it!).
