The Music industry uses several different means to consider a song/video number one! The answer to You're question is...YOU!
They use Radio Station requested,MTV,VH1,(When they played music),CMT,GAC it's also based on record sales and the "Nelson"list. and now "legitimate"Music downloads,and internet exposure.

it use to be the public and all the marketing that the record label exec's helped with back in the day .. But with corruption back to the surface like it was in the 50's what helps u get number one is radio play by deejays and a nice manila envelope with 5- 10,000 greenbacks in cash for that DJ to play your bey once or Fergie song a million times

Its based on sales, so for example if my chemical romance sells more than every other album that week then that will be number 1.

Not just sales either now, also downloads count.
