speed limits are set by state law.
any police jurisdiction in which the interstate runs though has police jurisdiction.
if it runs though a city, city police can radar there, in the county, the sheriff can patrol there, and of course highway patrol can patrol there also

Not sure what state you live in. However, the state highway patrol would have jurisdiction all over the state. If you have any type of vehicle enforcement, they would have the same jurisdiction. Usually a local agency like sheriff or the city police will only enforce on the part of the highway that goes through their city and/or county.

No interstate speed are controlled by the Federal Government but are patrolled by state troopers. Local jurisdictions can request reduced speed area for safety of the public.

State police patrol interstates. Each state sets their own speed limits on interstates, except when the feds intervened back a decade or so ago and set the max speed limit at 55, supposedly for conservation of gas.

It depends on the state and city.
Many states have Hwy Patrol or State Police but I'm sure if you did something really bad, a local cop could pull you over.

There is no national highway patrol with the authority to enforce traffic laws on the Interstate Highways, even though they are built, maintained, and financed with U.S. funds. If you are speeding or committing any other traffic violation on an Interstate Highway, you will be pulled over and prosecuted by whatever state or local police authority catches you as state, county, and municipal police authorities share the responsibilities of traffic law enforcement.
