I do not get to control the heat - but yet i pay for it.

Probably at least 65 degrees. 72 is room temperature. I would complain if it was under 65 (too cold) or over 75 (wasteful)

You have been OH so taken advantage of UNLESS it is your option to open windows to let exess heat out.
MY best advice is, that if your heat is electric, get some extra space heaters to suppliment what you need. Get a small one for the Bathroom too. Also get an electric blanket, and some warm slippers. It is pretty screwy to be where you are at. I think that there are no guarentees. It would be like going to the gas station and demanding that a gallon of gas give you so many miles in your car. Your landlord is apparently expecting you to live with the
insulation factor and leaks and manage to keep in all you can cause "HE"s not going to take any losses related to what he can't or won't afford to pay to inprove. Plus some non minnesotans, spoiled by moderate weather elsewhere think it MUST be 57degrees all summer and 87 degrees all winter. In reality, we set our thermostats in the winter at 67 when we are home and 55 to 60 when we are away or sleeping. The cost to raise the home much more means alot less disposable income for fun stuff. We buck up and get use to it.
My kids wore the minimum in winter and complained cause they were cold. Dumb. In the summer they piled on the blankets cause that was the way they slept and God himself betternot challange them. They expected me to cool their rooms to 57 degrees. Dumb. You have to decide whether you are getting your money's worth for what you are paying.
If it seems too little and you want more and or if you just want more and will pay more, then move. Otherwise you can do some insulating. Even to the extent of covering big windows with blankets. If you have oone of those places where they have floor vents under each window, you are getting screwed as the vent trys to warm the cold window before you feel the heat. Cover the window with a plastic window kit so there is a hollow space between the window and plastic to trap the cold air. Then the heat will stay 'hotter"

Those same people open the windows wasting airconditioning if it gets too cold and open the windows if it gets too hot......... I lived 23 years in MN and dressed warm cause I was paying for the heat.
