Washing soda does dissociate in water to make an alkaline solution.

Yes. Na2CO3 dissociates in water:

Na2CO3 --> 2Na+ + CO3(2-)

Then the CO3(2-) anion hydrolyze - reacts with water in two stages:

CO3(2-) + H2O <=> HCO3(-) + OH-
HCO3(-) + H2O <=> H2CO3 + OH-

That's why the Na2CO3 solution has a pH > 7.

yes when you mix washing soda and water you get a pH of 8 thus giving you a weak base
