I know it is military time but what is it in the normal time.....with in the US?

This has two sets of information.
The local time: 14:15:02 is 2:15 PM
The time zone: -0800 is PST (Pacific Standard Time) California in the USA, BC in Canada... all along that time zone.

2:15 pm and 2 seconds is the current time. The -0800 means it's 8 hours behind Greenwich Mean Time.
