Because every woman's body is different and its usually a lot easier to wear separates rather than trying to find a dress to fit all your curves just right!

More women like to wear skirts and tops instead of a full dress probably because they like to expose their bodies to people,they think they would look more attractive in skirts and tops instead of full dresses.
Some might wear small outfits bcoz they think they are more comfortable in them.but i think most women prefer to wear skirts and tops to look attractive.

Because depending on the dress style a skirt and blouse can flatter a woman's curves better then a dress can.

I don't wear skirts at all. They're cold and unwieldy.
But I can tell you why some women do. Because you can mix and match an outfit easier if they're separate pieces.
Don't question the logic, just accept it.

full dress gets boring . skirts and tops are more fun in mixing colors and layers..
