My question: Is there any way around the application of said usage tax? For example, what if the purchaser was not the end user of the product. For example, I am required to receive shipment of an item to meet the security requirements of the seller and then once received, forward the item to a third party that does not reside in the state.

Yes, if you are receiving the goods as the agent of the purchaser, and then promptly shipping the goods out of state or country, then you usually qualify for an exemption from the sales tax.

Exactly how you qualify for the exemption depends on your State's laws. In most cases, you will have to acquire a resale or sales tax license from your State's sales tax authority, and to file a report each year.

That would be an exemption from use tax for you because you have not taken title and are simply acting as a shipper.
